CHAPTER 32

“My fellow Montanans, words cannot describe how humbled I am to assume the state’s highest office during this great tribulation,” Governor Stuart Magnuson addressed the joint session of the State Legislature. “Thank you, state lawmakers, for choosing me to get Montana back on its feet—we’re going to get through this together.”

He raised his hands from the polished wooden lectern of the Montana House of Representatives to wave down the applause, scattered as it was. “Governor Claire Kellerman left me big shoes to fill—she shepherded us through the early days of this crisis with courage and conviction before a brain aneurysm took her from us. The mantle then passed to Lieutenant Governor Jeremy Matthews, who, sadly, became so despondent that he took his own life. Please join me in a moment of silence to honor their memories.”

The handful of news cameras stayed fixed on the new governor—fewer than half of the members of the House and Senate were present. On both sides of the dais, outside of view of the cameras, stood a bevy of state troopers and private security decked out in military gear. Red Beard stood below the dais, also out of camera view, but in full view of the lawmakers and press as a subtle reminder of what awaited anyone who stepped out of line.

“We’ve made great strides. In Helena and elsewhere, power, water, and sewer service has been restored, and we get closer each day to getting utilities up and running statewide. Let me dispel one rumor right now—the federal government still exists, and is actively aiding in the recovery. With our federal partners and our friends in agriculture, we’re getting food back on Montana’s tables, and we’re working with FEMA to acquire life-saving medicines from the federal Strategic National Stockpile.

“We’re reestablishing order in cities and towns across this great state, winning victory after victory over the dregs of society who have exploited this crisis to rob, rape, and pillage. However, much more work lies ahead of us. In many places, bandits still operate freely, and are attacking and murdering innocent people and relief workers. Until we stop them once and for all, the martial law decree enacted by the president at the start of this crisis will stay in effect and will be enforced. We’re working with our federal partners to bring in whatever assets they can spare to aid in humanitarian and law enforcement efforts. And while I deeply respect the Second Amendment and Montana’s long tradition of gun ownership, I will exercise my emergency powers by signing an executive order requiring the surrender of privately owned assault-style and other semiautomatic firearms to maintain public safety. More details will be made available by your local authorities, on the radio, and on television where service has been restored.

“Let me say this plain—Montana is not going to secede from the Union. I believe the states that have chosen to abandon the United States are foolish, short-sighted, and guided by ignorance and intolerance. We’re stronger together, and together we will stay as long as I am governor.
